After receiving his BA in Psychology and MPA in local government management from the University at Albany, Alan began his career as a Senior Budget and Management Analyst for Broward County, FL. This experience included financial analysis, forecasting, budgeting, process improvement, performance measurement, and strategic planning. Mr. Rosen continued to use his skills in other positions including Financial Systems Manager for Fulton County, GA; Budget Manager for Washoe County, NV; Senior Management Advisor for Management Partners; Assistant City Manager and Interim City Manager for Port Orange, FL; and more recently as County Manager for Lake County, FL.

Mr. Rosen has significant experience with emotional intelligence coaching and training, and is one of only six people in North America certified as a 5- Archetypes method coach. He is adept at creating more efficient and effective processes in local government, which has saved organizations millions of dollars and thousands of hours of staff time. Some of his recent projects include an HR/Payroll Audit for the City of Groveland, FL; an emotional intelligence training for the City of Dade City, FL; and an organizational analysis for the Pinellas County, FL Facilities Department.

Mr. Rosen is a dynamic public speaker and the author of several articles in ICMA’s PM magazine. He is a member of both the Florida City and County Management Association (FCCMA) and the International City/County Management Association (ICMA). Alan is also an ICMA Credentialed Manager and an accomplished martial artist.
