Troy Bell is a credentialed ICMA city manager with over 20 years of diverse leadership experience in municipal government and public utilities. With a unique background that spans water and sewer infrastructure, city administration, and public works, Troy has led full-service cities and complex utility systems through organizational transformation, fiscal stabilization, and operational improvement. He is especially skilled at turning around underperforming cities, securing millions in grant funding, and aligning infrastructure investment with community needs.

As City Manager in Muskegon Heights, MI, Troy managed all municipal operations with a focus on water, sewer, and fleet modernization. He secured millions in state and federal funds and oversaw a $7M water infrastructure project. At the South Florida Water Management District, he managed a $1.07B budget and directed departments spanning public works, procurement, and disaster response. His experience also includes managing Miami-Dade’s $880M federal consent decree portfolio on combined sewer overflows and overseeing new construction and engineering operations for regional water treatment plants.

Troy is recognized for his inclusive, hands-on leadership and ability to stabilize and grow complex municipal organizations. He has led cities of up to 35,000 residents and budgets exceeding $70M, always with a focus on long-term sustainability, community equity, and infrastructure resilience.
