With deep experience in ERP implementation, capital improvement planning, utility finance, and performance management, Scott aligns financial strategy with operational goals and guides teams through complex transitions and regulatory environments.
As CFO/Finance Director for Port Orange, FL, Dr. Neils managed a $122M budget and led the implementation of Workday ERP and Tableau. He modernized utility billing systems, oversaw ARPA funding, and developed capital improvement planning – aligning directly with the needs of infrastructure and utility organizations. As Interim CFO for Addison, TX, he managed a $109M budget and coordinated ERP and capital planning deployment. Earlier, as City Manager/Finance Director in Watauga, TX, he secured utility infrastructure financing and earned GFOA awards for reporting and budgeting.
In the private sector, Scott oversaw enterprise-wide ERP and MRP implementations at Technical Response, Inc. and Jack Banfield LLC. His leadership in financial systems design, audit preparation, and cross-functional integration across finance, IT, HR, and supply chain brings a strategic approach to operational improvement.
