Lynne Ladner is a seasoned public sector executive with over 15 years of progressive leadership as a city administrator and manager in Michigan, Kansas, and Florida. She has led efforts in economic development, capital project planning, grant administration, IT modernization, and utility infrastructure management. A Credentialed Manager through ICMA and SHRM-SCP certified, Lynne is known for her hands-on leadership during organizational transitions and for restoring stability and trust during times of change. She brings deep knowledge of municipal operations, cross-sector partnerships, and intergovernmental coordination.
As City Manager in Hart, MI, Lynne administered a $11M budget and secured nearly $400K in CDBG funding for a downtown Pocket Park. She also executed insurance RFP processes that generated over $25K in annual savings and led intergovernmental partnerships that streamlined operations and saved the city over $30K annually. Her work ensured compliance with federal and state regulatory mandates while enhancing customer service delivery and internal controls.
Previously, as city manager of South Lyon, MI, she directed a $10M+ budget and oversaw critical infrastructure projects, including a $4M water main replacement partially funded by the Drinking Water Revolving Loan Fund. She also led ERP transitions to improve the City’s financial, building, and utility billing systems. In Hiawatha, KS, Lynne managed a $5.6M budget and secured over $800K in grants, including CDBG and federal transportation funds, while overseeing capital projects, economic development initiatives, and community partnerships.
